Born December 7, 1936, Martha Layne Collins (Hall) was born in Bagdad, Kentucky and grew up in Shelby County, Kentucky. Collins was very active in her community, participating in numerous activities and her local church. Because her parents were very active in the democratic party, Collins was exposed to the world of politics at a very young age, assisting with tasks for local democratic candidates as she grew up.

Collins attended Shelbyville High School, and in 2010, Shelby County Public schools opened Martha Layne Collins High School in her honor.
